Windows - make sure profile directory exists so we can put things in it #18

win_user_profile is a 2.8 module. I've been able to have this work by hackporting that back into my own library directory, but I intend to not merge this until ansible 2.8 is released in a month or two.

2.8 was released and has the module, and that works.
