Introduce Windows support

Tested against Windows 2016 only (reports as "10" to distribution_major_version)

Things:

Windows support
- run as a user, optionally with administrators membership
main.yml -> include_tasks based on ansible_os_family (leaving space for darwin later)
Introduce ability to pin version installed (Windows needs this; no package manager to say "get latest" from, and so I made Ubuntu also support this with an opt-out)

Part of #5.

@hectcastro I think this is now ready for review. I've been using it successfully across both Linux and Windows.

Sure; or, you could squash merge directly if the repository has that set up?

https://help.github.com/articles/about-pull-request-merges/ describes what happens and I think the repository default settings have it turned on.
