Adding translation in Jobs Listing page and Jobs Application Page #172

This PR is to add the translation in the Jobs Listing Page and Jobs Application page. The French translated text appears if the user clicks on the French button at the bottom of the navbar. The static text found in the components are translated in french using the i18next library from react. Dynamic text that are fetched from the API and server are not translated
