Have you tried logging out and in again, or rebooting the PC ?
That did the trick for me.
Also are you on i386 or x64bits

I tried both without success. I am running 64-bit.

Ubuntu Karmic 32 bit overhere. Logging in and out didn't work for me, but
rebooting did!
:-D

Ubuntu Karmic 64 here, exactly the same problem even after rebooting or logout.

Same issue under Lucid 64-bit, Globalmenu 0.7.9. Started with GNOME reporting
an error while loading the applet on login. Re-adding the applet to the panel
would work, but for this new one the preferences window remains empty, just
like described here.

Maybe worth to note: I have two monitors with two panels, of which each has a
separate global menu. Global menu on main monitor still works and has normal
prefs. This issue is only on the secondary monitor.

"Reported [...] Dec 28, 2009" - still no changes -.-
Ubuntu 10.10 64-bit, single monitor... Somehow, "rebooting the PC" hasn't fixed
it so far... Maybe after a few years more (more reboots!) it will work.
