Doesn't handle GtkSettings changes #574

If the application dynamically changes "gtk-enable-mnemonics" property of
GtkSettings, the menu should immediately reflect those changes. This is not
happening. The same applies for the "gtk-enable-accels" property.

I have to quit and reopen the application in order to see the changes in
the menu.

I'm using globalmenu from git master.
