Map nominations not showing on rtv triggered map votes

What steps will reproduce the problem?
1.Join a server running latest version of Mani (1.2vb)
2.Type nominate in chat and select a map
3.Type rtv and let everyone on the server type rtv until rtv trigger map vote 
starts

What is the expected output? What do you see instead?
The nominated maps should show up (mani_vote_rock_the_vote_number_of_maps)
Only 1 or sometimes none of the nominated maps come on up the rtv triggered 
vote map.

What version of the product are you using? On what operating system?
Mani Admin Plugin v1.2vb VSP on Windows Server 2003

Please provide any additional information below.

It is usually the most recently nominated map that shows up when you type rtv, 
and this is only if mani_vote_rock_the_vote_number_of_maps is sufficiently low, 
under 7 or so, but I am not sure of the exact number.

By sufficiently low in my last comment, I mean that if it is too high no 
nominations seem to show up at all
