Implement Category and Type config files

As a user of personal_finances, I want to avoid touching code to configure transaction category and type rules.

Acceptance Criteria

• All categories references and tags are moved to a config file
• All type references are moved to a config file
• [Extra] Add tag configuration for income as well.
