enable notifications #5

When a kill event is issued (i.e.) add the ability to email information about this event to a collection of users.

In the settings page of the Trouble Maker UI.. add the ability to add/remove/edit email addresses that will be notified when a kill event occurs. Also, this email notification capability will can be turned on and off from the settings page.
