As reflected in https://github.com/in-toto/witness/pull/347, it would be helpful for a user to be able to auto-generate witness configuration files, that they can then edit to feature the desired fields.

Hey @ChaosInTheCRD, I would like to contribute for this but can you please explain what was the issue with the previous PR, it seems correct to me.
