Configuration and api key via typoscript for use in multi domain settings

set new file extension for typoscript files
add configurationFilePath to constants
add ipApiKey to constants
remove ext_conf_template.txt
cleanup code removing localconfiguration settings

Thx for your PR. But in version 2.0 there was a big change in resolving countries from IP addresses. So your PR is outdated meanwhile. But I think the new version will meet your requirements.
