Context Menu on lock in message window does not change to Stop OTR #16

What steps will reproduce the problem?
1. Start a Conversation
2. Start OTR by right clicking on the lock on the message window
3. Type in some messages after OTR active
4. Right click on the lock icon - still shows Start OTR

What is the expected output? What do you see instead?
Would expect it to show Stop OTR since you are already in an OTR conversation

What version of the product are you using? On what operating system?
0.10.3.1 on windows 7

Please provide any additional information below.

I cannot confirm this. (WinXP, Unicode version)
You have to wait for the following message. Requesting OTR does not change the 
state

[OTR INFO] Beginning OTR encrypted session with '%s'

Which protocol did you use?

Protocol is Yahoo.. The version info from crash dumper is the same on both 
endpoints as Issue 17.
