Add 'community id' to Tool. Updated TCGA data #96

Should it be a required property?

TCGA files on Github are "user files", so they should use the original id's from the community (those that ends being replaced on submission), OEB temporary ids should not be used except in internal transactions at submission time.

Yes I know. Those files are a bit old, as we are still making some changes in 1.0 version I have not updated them. I can upload the latest in the next pull request.
