Updating translation string and .tx/config #327

Hi @Charlotte-Morgan as I discussed with @timlinux in this morning, we plan to have only one translation project in transifex because currently there are two translation project in transifex:

  1. docs.inasafe.org -> this translation for string in inasafe-doc master branch
  2. stagging.docs.inasafe.org -> this translation for string in inasafe-doc develop branch and for stagging.docs.inasafe.org To make it simple, there will be only one translation project:
  3. docs.inasafe.org So, this PR is for first step to reach that objective.

hi @adissadis - thank you for making the change to this work flow. If @timlinux is happy then please proceed. I will not be checking your translation :) but thank you for asking
