#1264 - CrowdIn translation GH actions #1274

Two new workflows / GH actions:

  1. One workflow that uploads new source strings to CrowdIn every time the main strings.xml file gets modified
  2. Another that downloads latest translations into a new PR, validates them using crowdin.py script then merges if successful. This one can get triggered manually, but also runs once a month
