Two URLs is not possible (validation error) The URL in the description is not useful, because you cannot click it You can however add a new documentation URL on top of the metadata URL

So maybe the best solution for dual URLs, is a link to the guidelines, and then in the guidelines you put a DwC link AND an explanation to the controlled vocabulary
