Update Rcode for generation of locID #277

The way the code is made, in case of adding 2 new points to the same municipality, within the same edtiting session, a duplicate locID will be generated. Thanks @margotvermeylen to be so attentive. I'll counter this asap

Done, now normally duplicate locID will not be generated, and if they are, this will be reported
