Many receivers have no is_active #35

Try to always populate is_active with TRUE or FALSE.

I will arrange this for Boekhoute, Westerschelde and BPNS. Most of the BPNS are still blank, because we haven't downloaded the data since the spread sheets were set up (most locations are far back in the BPNS). But next week normally we will.
