Change data flow for tracker metadata #4

Current data flow

  1. Tracker metadata are manually maintained in Access.

    New data flow

  2. Tracker metadata are manually maintained in CartoDB.
    • The API will be used to connect the metadata with the data.
  3. Ghost trackers are included as well.
