Production deployment

Since we'll have a first official MICA release in a couple of weeks, we'll need an official production deployment. That entails a number of tasks:

• [x] Choose an URL. @EmmaCartuyvels1: Does https://mica.inbo.be looks good to you?
• [x] Domain name / DNS configuration (help needed from IT ops)
• [x] RDS setup (needs help from IT ops)
• [x] EC2 instance setup (need helps from IT ops)

A large subtask is the server configuration:

• [x] Basic NGINX/Django deployment
• [x] Database: RDS or local, manual setup?
• [x] HTTPS configuration
• [x] Cron tasks for automatic data updates

Once the production URL is available, also update at:

Update: The IT ops department is needed to provide the server, domain and databases. They promised that for this week, then I'll immediately proceed with the configuration.
