We assume the cover = 0, unless the circle plot is missing in INBOVEG ( check plot 2534662 and 589698).
The following file gives an overview of missing variables for strooisellaag both for the circle and the square plot.

Since 2022 strooissellaag is only measured in the square plot, so we will only use the cover from the square plot.
If the cover in the square plot is missing we assume that the cover = 0.
I also checked if the status of strooisellaag differs when based on the cover in the square plot or the cover in the circle plot. See variable diff_status. This status is different in 16 cases and equal in 146 cases. So seems OK.
It would be good to add to replace the missing variables by 0 in the INBOVEG database.
