[BUG] wbe's in graph title #387

Describe the bug The graph title of 'FIGUUR: Gerealiseerd afschot per jaar' contains all wbenames present in the region while it shouldn't

To Reproduce Steps to reproduce the behavior:

  1. Go to https://faunabeheer.inbo.be
  2. Click on 'Ree'
  3. Scroll down to and click on 'FIGUUR: Gerealiseerd afschot per jaar'
  4. See error

Expected behavior A graph title with the selected region instead of all the wbe's
