Update Hugo and fix deprecation warnings (fix #226, fix #115 )

Description

Updated Hugo to the latest version, also fixed long-standing deprecation warnings. GitHub actions also have been updated.

Related Issue

This should #226 and #115.

I had a quick look and I don't see any problem on the generated site. However, I'm not against a second pair of eyes before we deploy this on production.
