Description

Fix link to static HTML page + added instructions for such cases to the "create tutorial" article.

I've checked the link is actually correct:

When using $ hugo serve for local development
When downloading and serving the artifact (for reviewers)

While I'm confident all should be good, it would be best to actually check the link on after deploying on the live site (if I'm not mistaken, that will only be possible after merging to the master branch).
