Move Timezone to a setting #32

Timezones are not likely to change

Move the timezone to a setting http://www.screencast.com/t/oZeexJjW or we use the wordpress settings timezone or save the timezone after they choose it once.

The user experience of picking a timezone every email send is not smooth and is painful since this doesn't remember.

Timezone in email setup automatically defaults to the WordPress timezone. It's a piece of data that needs to be set into mandrill. Not sure where else to put it. For example mine automatically sets to Denver Mountain Daylight Time. But I had to add the timezone in just now to get it to recognize.

I don't think it is a good idea to remove it because people around the world will be opperating on hosts outside of their timezone, and it needs to be corrected for mandrill sends.

Once again, reiterating, Mailer should automatically set the default timezone to whatever the default timezone for WordPress is set to. So it shouldn't be a setup time drain.
