Needs to go away or be dismissable

It goes away once the email that is in the send queue is canceled or finishes processing.

Still want to make it dismissable or change the language to tell people to cancel their scheduled email?

It's now dismissable from every page in wp admin that is not in the inbound-email post type. I don't want the admin to miss it or dismiss it and forget about it if they have emails scheduled (automated or batch)
