adding GA workflow to run tests #264

Looks like graphvitz is not needed for testing, so just removed the installation.

And I've added osx and windows - osx works fine, but windows fails for one tests - test_rest.py::test_CDEs: https://github.com/incf-nidash/PyNIDM/pull/264/checks?check_run_id=2058443866 Any idea?

there is http://github.com/incf-nidash/PyNIDM/blob/HEAD/.github/workflows/pythontest.yml since 825aa6435c3041954f2ad2dc61d9c1591f2e2953 which is after this, but there is also still .travis.yml ... I will just remove travis remained but otherwise we are ok on this testing I think. Thank you @djarecka !
