Load README from markdown (rst broken on upload to pypi)

What does this PR do?

Update the package description to read information from README.md rather than README.rst. We will therefore only have to maintain one README file. The restructured text in README.rst was broken and raised error "HTTPError: 400 Client Error: The description failed to render in the default format of reStructuredText. See https://test.pypi.org/help/#description-content-type for more information. for url: https://test.pypi.org/legacy/" on upload to pypi test.

Following up to #156, those changed had to be included to release nidmfsl 2.2.0.
