Extracted files have incorrect modified date.

What steps will reproduce the problem?
1. Create an archive with any file.
2. Extract the file.
3. Check the modified date.

What is the expected output? What do you see instead?
The modified date is always 8 hours too old.

What version of the product are you using? On what operating system?
1.3, osx 10.4.8

Please provide any additional information below.

Mostly fixed. There might still be archive formats that get it wrong, but file 
new
bugs about those if they show up.
