@madanucd this PR was mostly adding the Dataset Manifest and reusing slots - please review, thank you!

@madanucd I would like to finalize this release next Tuesday (6/11). Would you be able to review this, make sure the validator (#186) is still up to date, and add any desired text to the release notes issue #184 before then? Thank you!

@lopierra, I'm currently in the process of updating the validator and refining the release notes as discussed. Additionally, a PR towards customizing our documentation is on the way.
