Include vmrunner in requirements #3

vmrunner was only in build_requires, so it wasn't added to the path when running activate.sh. This moves vmrunner to the requires section instead.

Doesn't look like this was actually necessary. After testing again I get vmrunner in path after activate. Closing this for now.
