Issue 4947 : used filter_var for email validation bug fix #23

the filter_var function looks useful, but you have committed files that should not be committed. We'll reject this pull request. You can resubmit it with just the specific filter_var changes. This will also need to be tested thoroughly by a second person. That might be a little while, when the next development cycle comes around.Probably in a month or so.
