304 Not Modified on M1

I am running Vuejs in localhost, the ngrok sometime work but most of the time it been running 304 Not Modified

Tried those solution but still not working:

• clear browser’s cache data
• disable extension
• flush dns and reset tcp/ip
• set google public dns 8.8.8.8 and 8.8.4.4
• lower ngrok version to 2.3.40
• npm install ngrok in admin-unite
