Incuna Public Service Announcements!

Currently we can send these via Growl 1.3, but there's no reason this couldn't be extended to Growl <1.3 and libnotify clients.

Add a profile extension to hold a user's Growl/libnotify details
After #40 is completed make sure a user can update their own credentials so they can set their own password.
