Find a way to provide ICU static libraries

At the moment it has not been possible for us to provide statically compiled 
ICU libraries by ourselves. There are many problems related to the makefiles 
and configuration scripts of the library and lack of documentation in the 
official website.

We would like to packagee ICU static libraries along with Quimera Engine static 
libraries so clients can take advantage of compiler optimizations and be able 
to generate monolithic binaries.
