Relevant after https://github.com/indic-transliteration/common_maps/pull/11 is merged.

We might want a better solution for this, however, I don't think automated conversion of single svarita to double tone svarita may be a good idea as well. Also, regarding your comment above the ITRANS scheme is already using \' to indicate single svarita. My idea was to extend it with \'\' for double svarita.
