Need to add setup instructions for the Jetbrains IDE

It might be helpful to provide an importable settings file that sets everything up with a "preferred configuration", at the project-level.

It would be ideal to provide configurations for both local and remote interpreters, on each supported platform (GNU/Linux, Mac, and Windows).
