Update Mediawiki version

The current Mediawiki version 1.17 is quite out of date. Need to update to the current version. The main challenge will be making sure the plugins and skin is compatible.

Here are the list of plugins installed in the wiki. Some of them may not actually be in use in pages, so if one is not used, we should actually remove it.

We took the first step towards this finally which was to switch to the default Vector theme. Now we can update the wiki without significantly changing the style.
