This adds a new INDI driver in the Dome category for the Observatory Control System (OCS). This is an open source solution (SW & HW) for full control of an observatory. Original beta announcement at https://indilib.org/forum/domes/13238-driver-for-observatory-control-system-ocs.html.

@LuckyEddie47 we are missing debian/indi-ocs files. Please add them otherwise we will not be able to build Debian/Ubuntu packages.
