Bump version to 2024.1 #822

Hmm. One issue is the Gitlab CI for Pytential downstream is failing. Is that a known issue?

Update: From the failed pytentail CI log on Gitlab: ERROR: Job failed: execution took longer than 2h0m0s seconds

The pytential failures are known, and likely in part connected to https://github.com/inducer/pytential/issues/59. Nothing to do with Loopy AFAIK. I'll roll a PYPI release after this goes in.
