Update to use Metis 5.1.0 #2

I do not understand metis.patch and import_metis.sh, but the tests pass without them. I can delete them as part of this pull if desired.

Merged, thanks! While I was at it, I've also made sure this thing works with Py3 and added the scaffolding for a boost-less build.

It'd be great if you could give this a shot and let me know how it goes. If you don't spot any obvious problems, I'd release this as 2014.1 in the next few days.
