Support relative paths in file references from problems #951

There are a few different ones to take care of:

images
data files
YAML includes
Markdown includes

Currently, repo:images/stuff.png implicitly refers to a path from the root. We will deprecate this and require either repo:./images/stuff.png or repo:/images/stuff.png.
