Opening as draft as I still need to review, but getting this up for folks to see in the meantime.

Major highlights:

Updated buildscripts to kotlin
Using new open source module plugin for gradle (see the ignition-module-tools repo for info)
Webpack to version 5, and related updates
nodejs to v16
