bots_manage_fill_watchplayers not being respected #44

Hi, it seems that the bots_manage_fill_watchplayers variable is not respected on my server as you can see from the log below, the bots join immediately and I printed out the bots_manage_fill_watchplayers variable which is set to "1". Any ideas here?
