vimeo v2 api deprecated (currently still works)

the vimeo v2 api was deprecated but we still use it in vimeo.py to show title/author of a video link in the chat.

they moved to a different one which needs an api key (more info in https://developer.vimeo.com/api/guides/start#register-your-app)

it works right now but who knows if its going to go offline soon ¯\_(ツ)_/¯

Just don't use vimeo anymore? Keep the plugin as-is, just add a disclaimer and leave it at that.
