Some *.h/*.cc files are lacking the BSD New License boilerplate #584

Can the license boilerplate text (like the one at the top of this file: 
https://code.google.com/p/gperftools/source/browse/src/tests/thread_dealloc_unit
test.cc) be added to every source file in gperftools?
Right now some files are missing it, in particular:

https://code.google.com/p/gperftools/source/browse/src/windows/config.h
https://code.google.com/p/gperftools/source/browse/src/tests/raw_printer_test.cc
https://code.google.com/p/gperftools/source/browse/src/tests/page_heap_test.cc
https://code.google.com/p/gperftools/source/browse/src/tests/profile-handler_uni
ttest.cc
https://code.google.com/p/gperftools/source/browse/src/tests/stack_trace_table_t
est.cc

There also are shell scripts without any attribution, but the whole project is 
consistent about not having the license text in the shell scripts.
