Muarne and Lancask sectors not being used

I've raised this as an issue before doing much work for it. but there are files (.SEC) for Muarne and Lancask in the main M1105 folder, but they are not configured to show in the M1105.xml file.

I am guessing that there are issues with the files (sectorlint shows mulitple). I think previously I may have cleanup up the files to remove all the huge interstellar empires, but there are still huge populations and tech-levels, which seem off to me.

I propose to

• Add them to the M1105.xml file
• Tone down the high population and high tech worlds to show that these worlds are back-water areas (volumes?)
• Add a few pocket empires to add conflict in these backwaters.

Lancask seems to have a large number of high population (and importance) worlds, which will probably need pruning.

Hopefully I can make progress this week, ready for review soon.

I think Darret and Atuarre should be tackled first.

OK, I have made some broad strokes changes to Darret and Ataurre, lowering population, technology and removing some worlds, and adding a few pocket empires, just to add to the mix, I'll create a PR for those.
