Issue 406 - make a start at cleanup / reduction of Ataurre and Darret

• Reduce number of systems in Atuarre & Darret
• Reduce tech levels through-out the sectors
• Reduce population
• Correct trade codes and other data as per sector-lint
• Create pocket empires to create interest and conflict
• Move subsector names from M1105.xml to sector metadata
