[x] Throw an exception in instance wrapper if the requested version of Vulkan API is not available
If the version of Vulkan API specified inside of the instance wrapper is greater than VK_API_VERSION_1_1, tell Vulkan memory allovator (VMA) to use no newer version than VK_API_VERSION_1_1 anyways.

[x] Just hardcode Vulkan API version used by Vulkan Memory Allocator as VK_API_VERSION_1_1
