Fix and improve physical device selection and add unit tests

• [x] Simplify method for physical device selection
• [x] Cleanup rate_physical_device so it no longer depends on actual Vulkan handles so only the data of the physical devices will be used for rating
• [x] Refactor is_graphics_card_suitable into rate_physical_device
• [x] Make static methods in device wrapper normal functions
• [x] Move relevant methods from VulkanSettingsDecisionMaker into device wrapper header (preparation for removal of VulkanSettingsDecisionMaker)
• [x] Add unit tests for physical device selection mechanism using real life scenarios
• [x] Update docs on physical device selection mechanism
