Currently, shell scripts create an environment assuming Docker is already installed on the host.

Creating a Vagrantfile with the same shell provisioning would suffice to recreate a test environment without making assumptions.

Expanding the current shell scripts, but it is not scalable or worth the effort when Vagrant exists.
